This my very first major mod, that changes the effects of Radiation to be more crucial.

- fixed Bleeding Effect: did not work properly before (tested).
- modified Debuffs to be more balanced: now it really feels that gaining Rad Poison is crucial, and avoiding radiating areas should be really
considered:
- changed RAD Resist penalty: from 3, 6, 10, 15% to 2, 4, 6, 10%.
- changed DAM Resist penalty: from 6, 12, 20, 30% to 5, 10, 15, 30%.
- removed AP Points penalty
- changed Carry Weight penalty: from 30, 60, 90, 120 to 30, 60, 100, 150.
- changed Max HP penalty: from 100, 200, 300, 400 to 100, 225, 350, 500.

- fixed "Reduced Max Health": it continuously damaged the character per 1 secs, therefore killing him/her.
Known Issues:
- NOTE THAT THE PERK - "RAD TOLERANCE" WILL NOT WORK WITH THIS MOD SO IGNORE IT DUE TO ITS USEFULNESS. Actually it is a weak perk, so it was not worth picking anyway. Now it is, but could not make it work.
