Scrappy is a junkyard vendor who sells all building components, 10 of every shipment, and has plenty of caps. Located in Jalbert Brothers Disposal.

There is also a safe storage box near him so you can store loot you wish to sell later.
He does not sell junk items (toasters, tape, ect). There are just so many junk items in the game I figured I just add what's in demand. So if there is a junk item you want him to sell, tell me in the comments.
My motivation for this mod: I Went down to Vault 88 and decided I REALLY liked the Vault-Tec Workshop DLC. So I start planning out my Vault. It was then I remembered a problem encountered with one of my other settlement projects. One that would surely make an ambitious build such as a Vault far more tedious then I would like. I would spend about 3 hours running around the Commonwealth collecting scrap, selling water, and trying to find merchants that sell the exotics without pulling me into some quest. I would return to my settlement only to use up that 3 hours worth of materials in about 10 minutes. Well looks like Its back out to find more scrap, only this time its going to be far more difficult due to exhausting the good spots. Then I thought "Wouldn't it be convenient if I can just buy and sell all this stuff in one spot... TO THE CREATION KIT!". I thought I share this as I'm sure I am not the only one who would rather spend less time walking and more time doing the fun stuff: BUILDING!

BONUS: There is a Fallout: New Vegas easter egg, I want to see how many people recognize it.

Tip on how to make lots of caps:
1. Find a settlement with a large body of water. (Spectical Island is most popular)
2. Build as many water purifiers as possible and provide them with power.
3. Wait for them to start producing water. I had Taffington boat house producing 400 bottles a day. (Tip: Settlement wont get raided if there is no settlers in it, but it will still produce water)
4. NOW THIS STEP IS SUPER IMPORTANT! (Not really) Assassinate any water merchants you find, cant have them stealing your business.
Congratulations you now have a water monopoly. Enjoy the high life.
At this point you can pretty much use water as a substitute for caps, just mind the weight.
