Thanks to the help of Augh3d and information I read from Giraffical.
I found out that MipMaps render incorrectly. If you want textures to stop loading fuzzy:
Go to Users\Owner\Documents\My Games\Fallout4
Open Fallout4Prefs.ini, and change iTexMipMapSkip=0 to iTexMipMapSkip=-1

Still having problems?
Should you have ENBDev, go to Program Files (x86)\Steam\steamapps\common\Fallout 4
Open enblocal.ini, and change ForceVideoMemorySize=false to ForceVideoMemorySize=true
If you're unsure, stick with the 4GB Ram option VideoMemorySizeMb=4096.
To prevent (not eliminate) crashes, use F4SE and move nvac.dll into Program Files (x86)\Steam\steamapps\common\Fallout 4\Data\F4SE\Plugins
If you can't stand what's happening, reverse these changes. Set ForceVideoMemorySize=false.

Okay people! For those familiar with my frequent Fallout 4 screenshot story things.
I was getting really tired of taking shots of those.. dull looking (awesome meshes but) drably textured creatures and robots.
I threw out screens of them most of the time. The changes I made here are minor.
Just unpacked the textures / actors folder of Fallout 4 and added contrast, sharpness, light levels, and saturation.
Not to the folders all at once. I edited every blahblahanimal_d.dds individually. So I would appreciate an endorse ;)
I did the same last November for clothes with Gritty saturated Commonwealth clothing and armor.
(Also, I do this thing to every screenshot I take besides these.)
(You can tell how much my PC sucks because these screens here really reflect my game o_o)
When I first spawned the creatures, it gave me really red Mirelurk types, and way too dark Brahmin. (They're usually pink)
So.. there is no before and after screen for the Brahmin. Also retextured Squids but I couldn't find any..
ALL types of animals and vanilla (not DLC) robots are covered. I just didn't take all the screenshots ;)
(I forgot to mention! NO RETEXTURE FOR DOGMEAT or "non ugly" dogs. When I tried, parts of them turned completely black. Sorry!)
Installation
Nexus Mod Manager: Go to the "files" tab on this page. Press "download with manager". In NMM, go to category "Models and Textures".
Select this mod. Press the giant green check mark. Yes to overwrite anything. A herp derp derpy derp derp.
Manual installation: (recommended if you have other animal retextures you want to keep)
Open the .zip file you downloaded with WinRAR or 7zip. Go into the Data folder in that .zip
Now open up your Program Files\Steam\steamapps\common\Fallout 4\Data\Textures\Actors folder.
Drag and drop whatever retextures you want from the .zip into that folder.
.zip up your pants. Now you're done :D
