A small mod which adds blueprints to allow the construction of crafting workbenches without having taken the Local Leader perk, but which does not remove Local Leader as a potential requirement.

One of the frequent targets of player ire in Fallout 4's settlement game is the Local Leader perk. Bottlenecking every crafting workbench as well as every store, especially in the case of the former it doesn't make sense as a requirement: what does your own personal charisma have anything to do with the technical knowledge to assemble the tools required to modify weapons, armor, or cook food? That said, in the case of merchants, it does make some degree of sense: the perk signifies your character's ability to effectively manage merchants in your settlement, which very soundly falls under the purview of charisma and social skills. This is something that a lot of existing mods which totally remove Local Leader as a requirement don't address.

So I set out to make my own compromise: to change the crafting requirements for workbenches to require either Local Leader 2, or that the player currently has a blueprint for the workbench in question. These blueprints can be purchased from any merchant that sells settlement supply shipments, using the same leveled list. This allows the player to choose the resource they have to spend in order to construct workbenches: either two perks to get Local Leader 2, or the caps necessary to buy the blueprints. This also allows the player to resell the blueprints to a merchant if they should choose to take Local Leader at a later time.

Otherwise, no resource requirements have been changed. In order to use the blueprint, the player must have it in their inventory - treat it like a construction manual (or blueprint!) that you need to have laid out in front of you before going to work.

The requirements for Power Armor workbenches have been tweaked - the Armorer requirement had to be removed, as it was interfering with the ability of the workbench to recognize the requirements (i.e. it was still not allowing construction of Power Armor workbenches even when the player possessed a copy of the blueprint). Accordingly, the blueprints for a Power Armor workbench are more expensive than the others.

There are two version of the plugin - a vanilla version, and a Homemaker version. The latter includes support for the Power Armor and cooking workbench added by Homemaker.
