I recommend using SKK50's Mobile Workshop instead of this. It's a lightweight, but powerful mod. On the other hand, If you prefer using quick and dirty console commands. Read on.

This tutorial describes how to build a Workshop Workbench anywhere. In just a few steps using console commands, you can build a Workshop anywhere:
- In your favorite player home.
- In any building you want to decorate or defend
- In fact, build a Workshop anywhere in the Commonwealth
Once you have activated your new Workshop you can build all of the items available from the vanilla construction lists, DLCs you have installed as well as mods installed like Homemaker's or Settlement Objects Everywhere. Use it to make your pwn Player Home wherever you want it.
What it won't do is create a new Settlement. Your new Workshop won't show in the Settlement list.

Workshop Anywhere
There are a couple of mods that tell you how to place a Workbench/Workshop anywhere. I have had some difficulty with them, however. The purpose of this tutorial is to place a fully functional Workshop wherever you want it. Follow the step by step instructions and in munutes you'll have access to all of the buildable objects from your Workshop. Use it to build other Workbenches, or add furniture, decorations, landscaping , etc.
1. Place the Workshop. The console command is simple enough:
player.placeatme c1aeb 1
Congratulations, you have a new Workshop. But, most likely, when you try to use it, you will get the warning code "You need to clear the enemies from the location."It depends on the cell where you place it. You might also see that the Workshop is not owned by you -- indicated by "Steal from" rather than "Open Workshop."So generally speaking there are a few more steps you need to take.
IMPORTANT: Make sure that your Workshop PRID is selected when you perform the console commands below.
2. Align the Workshop.The Workshop will be tilted on the floor or ground. No big deal, but it looks better when righted. In the console click on the Workshop to select it, then type
setangle x 0
The "y" angle is probably all right but you can do the same for setangle y. You can also position the Workshop where you want it using the translation commands modpos x nn.n or setpos x nn.n (likewise for y and z positions or z angle as well).
3. Show variables. Make sure that the Workshop is selected for all of the following commands or they just won't work. This command shows the status of the variables associated with the Workshop. You will have to change some of these from False to True.
showvars
This step is for informational purposes only. Use it to make sure that you have changed the variables associated with your Workshop. So if the Workshop doesn't activate, you can check the vars with this command to see which one was not changed.
4. Set Ownership.If the Workshop name is in red and says "Steal from Workshop", you don't own it. So, in the console click the Workshop and type:
setpv OwnedByPlayer True
This will change the Workshop to owned by the player. It will now say "Open Workshop" rather than "Steal." But most likely the "Transfer" option will not be available. If you try to activate the Workshop you will likely see the message: "You need to clear the enemies from the location." If that warning doesn't appear, that is, you're allowed to open the Workshop and to transfer items, then you're good to go.
If not, continue.
5. Visited by Player. You have to establish the fact that you have been there to activate the Workshop.
setpv VisitedByPlayer True
Almost done. You have to update some variables in the cell to account for the changes you just made.
6. Fast Travel to Another Location. Fast travel to another location. (Or if you are in an interior cell, you can just go outside.) This will updates some variables in the cell and allow the Workshop to activate.
7. Return and Activate Your Workshop. Return to the Workshop and you will see the "Open" and "Transfer" options now available.
Voila'. You will now have access to all of the constructible objects that your Workshop can build. That includes items from any of the DLCs that you have loaded, or Homemaker's mod, or Settlement Objects Everywhere, and so on.

After spending hours scavenging items for the Workshop, I decided that scavving wasn't such a fun part of the game. I found this mod for a batch file that adds 1000 pieces of most of the junk items in the game to your Workshop. The console command is bat mats.

Increased Settlement Budget

Another useful batch file is this one that clears the settlement budget, so you can continue building with a new budget. The budget allocated to the Workshop initially is pathetically small.
