Unofficial balance patch for See-Through-Scopes, and Horizon.

This is considered a BETA until I am convinced there are no bugs or inconsistencies.  If you find any bugs or inconsistencies please report via the bug tracking tab.  I only offer support for the latest version of Sim Settlements and Horizon.  If you're using an older version of either of these I offer no support.

Summary:
Standardizes the crafting costs of construct able scopes. Also adds DEF_UI tags and values of the misc items you get from removing the mod.

You only need this if you use the ADD version of see through scopes.


Fun fact: Horizon doesn't adjust the vanilla crafting recipes other than changing nuclear material to nuclear fragments and replacing perks with skills. While making this patch I noticed a lot of inconsistencies from vanilla crafting recipes so I made a patcher to standardize them all.

ALL scopes now follow the following rules:
1. There are three weapon classes.
Pipe, Ballistic, and Energy

2. Each class of weapon requires different base material costs and skills.
Pipe: steel/ballistic skill, but material cost and skill amount are drastically reduced.
Ballistic: steel/ballistic skill
Energy: plastic/steel/science skill

3. The type and range of the scope increase the value and cost of crafting.
Short: No change to cost/material/skills
Medium: +1 cost to all base materials, + some base skill level
Long: +2 cost to all base materials, swap base material to aluminum, + some base skill level. Add base sniper skill requirement.

Night Vision: +3 cost to all base materials, swap base material to use aluminum/fiberglass depending on weapon class, increase sniper skill if long range, add/increase science skill (replacing ballistics if necessary)
Recon: +4 cost to all base materials, swap base material to use aluminum/fiberglass depending on weapon class, increase sniper skill if long range, add/increase science skill (replacing ballistics if necessary)

4. All costs stack with each other. A long range recon scope will be more expensive than a short range recon scope.
