I always liked how the NCR in Fallout New Vegas had salvaged T-45d power armor mostly taken from their war with the Brotherhood of Steel, so it never made any sense to me that the Brotherhood of Steel in Washington DC despite having the know how on how to use power armor never made use of what I would assume was stockpiles of Enclave power armor left over from there war... :)

I imagine most of the armor suits the BoS captured from the Enclave are in bad shape (it takes a lot of punishment to kill the man inside, after all), therefore they need quite a lot of suits to reverse-engineer the armors. Only then they could fix the suits that are still salvageable and get them fully operational again. All in all, it's a time-consuming endeavor.
