These are pretty much just empty ESM files for TTW, in case you ever install a mod with TTW requirements but don't want/need TTW. Such as the FO4 Power Armor Overhaul.
I'm in no way trying to demean or devalue TTW, it is extremely impressive work. I'm just trying to provide a workaround for mods with TTW requirements.
