This will add the Thane's Quarters to the Blue Palace in the unused wing. As the Jarl of Solitude felt after all your heroic achievments that the title of Thane wasn't enough, so the jarl restored the unused wing and granted it to their most valued Thane (YOU) :D

Entrance is to the right when you get to the Blue Palace Countyard.
