Both of Cora's parents have light complexion and I think Cora's was just an oversight because Bethesda didn't put much effort into the children in this game.
4 versions to pick from:
Original hairstyle (no change), minor complexion changes only
Original hairstyle with red hair
Ponytail with original hair color
Ponytail with red hair color
Use only one!
2.1 now uses a dependency to allow Cora's complexion to be corrected without overriding other kids in the game.
When blinding the poor child with your extremely bright flashlight you will see how lazy Bethesda was about creating the head parts for children, a seam on her forehead becomes visible. Just stop blinding the poor child and that seam goes away.
Sometimes after completing a quest Cora is involved with her scale will break and she will be as tall as you, to fix click on her in the console and type "setscale 1" and she will be back to normal height. This usually fixes itself with time too.
