This mod increases ground vehicle speed and works server side, not tested with EAC enabled
If you want to change those values just modify the file vehicles.xml located inside Config folder for example:
<set xpath="vehicles/vehicle[@name='vehicleBicycle']/property[@name='velocityMax_turbo']/@value">8, 4, 10.5, 4</set>
you can change the max speed (8) or the max speed using turbo (10.5)
