Permanently removed the disabled code that allowed traders to spawn in another biome as that was fixed and released in a separate mod (Unlocked Traders). A bit of code cleanup and some more helpful comments.

A problem was found with unlocking trader biomes - specifically that it can lead to no traders in the Pine Forest which breaks the Intro quest. Until I can figure out a better solution, I am disabling unlocked trader biomes.

Improves random world generation (RWG) with:
larger downtown areas
cities in every biome (unless biome specific, like Old West in the desert)
more large cities
bigger cities

added a new township ("Skylines" - downtown core ringed by industrial POIs, spawns in desert or snow)
each district now has a unique preview color (previously six districts shared three colors)
