Four Specialist Town Hall Items for either reducing or eliminating City Festivals.

Permissions and credits
City Festivals are triggered when the combined Happiness level of inhabitants reaches 20+ Happiness Score. The higher the Happiness, 30+, 40+, 50+, and so on, the more often and longer time the festivals run. Meaning Festivals up the wazoo from here on in. Whether it be a single population tier, - nothing but Farmers - or multiple tiers, hitting that 20+ will trigger the Festivals. And often. And frequently. And some lasting up to two hours - two real world hours! And on many of your islands in a session at same time, causing stuttering, jittery lag in the game.

So the Specialist Items here will help you manage the citizen happiness levels to reduce or even eliminate the City Festivals per island.

The downloadable rar folder contains four independent Specialist mods. Use whichever ones you like for the desired effect on City Festivals.

The Specialist Omar, whose job it is to reduce Scholar Happiness, also gives the perk of +5 Research Points. Seeing as he is keeping those Scholars off the streets partying, and in the labs and classrooms studying and researching. It's a nice trade off.

In the end, the aim here is to mix and match the Town Hall Specialists to bring the score just under 20 Happiness, keeping an island population at "Content" status. When kept Content it will prevent Festivals triggering. The Items best used when also using mods that allow Town Hall radius to effect the whole island.

(The occasional downside effect of keeping an island population Content is that newspaper articles can report "People Just About Content" as if it's a negative thing. Though the report does not force negative effects on the people, it does nothing one way or the other. Just a reminder to make them happy and start the Festival spamming. Personally I'm not a fan of that newspaper system and the way it leans toward the sensationalist, fear-mongering, truth-bending journalism. The type of newspaper, or rag, I would never buy nor read in reality. All it's missing is a topless page three girl! Gotta wait another 150 years for that.)

And if and when you want the Festivals back again, perhaps on a single island only, for instance your Tourism Island, then remove the Specialist Items from the Town Halls, let the Happiness Score sky rocket,  and soon after it's "Commence Au Festival." Jack's version of The Joker will be pleased.

If using a mod to make all Items available to purchase at Traders then you'll need to open that mod XML, copy and paste the data below to whichever Trader you wish to sell these new Items. (Madame Kahina is the one who usually sells this type of stuff.)

Items also available for Scholars to research when you're at that stage of the game. Can also be given randomly during Tourist Special Visitor scenarios or when satisfying citizen request missions.



Update Note 10th June 22 -

Had to remove other mod that raised the festival trigger from 20+ Happiness to 50+ Happiness. I uploaded the wrong mod, that version was not even about the festival triggers but other experimental festival factors. And it actually prevented festivals completely. Doh! As such I've taken that mod out. The proper 50+ Mod mod that should have been here is still in testing in my game. I'll add it as soon as I've confirmed it works as it should. I'm sorry for the mess up, folks.
