This is a Cheat Mod that uses Anno 1800 mod loader created by meow and you can find it here: https://github.com/xforce/anno1800-mod-loader/releases
It is included in the download, you dont need to manually install it (but you will have to update it when needed. It will prompt ou for that when new version is out).
The mod is modular, you can enable/disable what you want by simple add/remove a "-" in front of the folder. For example:
RemoveFertilityNewWorld (this is enabled)
-RemoveFertilityNewWorld (this is disabled)
Installiation:
Just unzip the file into your Anno 1800 install folder (Program Files (x86)\Ubisoft\Ubisoft Game Launcher\games\Anno 1800). Replace the python.dll when asked (this is the mod loader).
First time you start the game it might take 1-2 minutes to load because mod loader is importing the mod in the background. Dont panic :P.
