AC Shadows - Stutter Fix

This mod replaces Ubisoft's implementation of DirectStorage with Microsoft's latest DirectStorage release. In cases where VRAM is not a bottleneck, this completely eliminates decompression-related I/O stutters, resulting in smoother performance when panning the camera, transitioning between areas, and loading assets.
