60fps cloth fix for users with a 120hz screens. This method will work using nothing more than in-game settings and your nvidia control panel or equivalent. This fix is only for users with 120hz screens.

Your first step is to make sure you have a clean installation of the game.
Next, open the game and change this setting in the in-game menu. Set refresh rate to 120hz
Then, open your nvidia control panel or equivalent and manage 3d settings for the game.
Change these settings: max frame rate to 60fps, vertical-sync to on.
The game needs to have in-game v-sync setting on as well as driver-level v-sync. in-game v-sync is necessary to avoid physics issues.
That's it. Enjoy your 60fps cloth fix without game-breaking bugs or messing with files.
I have another mod/configuration that will help alleviate the LOD pop in plus a few other tweaks. Follow that after this.
I've updated the instructions to be compatible with another configuration and to avoid a bug.
