I think the outfit was exported from a Blender where everything was fine. )) There is a bug with the export plugin, which you have to go through a very long way. Here is an example of your outfit, which I ran through the 3D Max GR2 Exporter, and then through a Blender Exporter. I didn't touch the Skin modifier, but spikes have disappeared. For version 1.0.0.1, you can try to ask someone who constantly works with the Blender exporter about the plugin settings for a normal skin in the game. Crosscrusade, for example.
Believe me, this bug will look even weirder on more closed outfits. I thought that only models with a lot of vertices had this problem, but here's your example of an outfit with relatively little "weight".
