One of the main narratives of the game is who people are rather than what people are.

I don't know if the Emperor's romance is the ultimate manipulation or not; an experiment in domination without enthrallment; an experiment to avoid Stelmane's fate with future allies.

I do think its desire is genuine, much like its desire for Stelmane was genuine. Genuine does not mean mutual, however; nor consensual.

Just remember this: It admits to deducing the best methods to align our goals with its own. For those of us who reach its romance, well-- it already knows seduction will work.
