Changes to the Selune Spear of Night in order to make it more viable while maintaining balance. Enjoy :D

Hey guys, 

Essentially, I felt the spear was really underwhelming especially when considering other legendary artifacts such as the
Blood of Lathandar. Thus, I made some changes in order to make it more balanced while not completely throwing balance out the window or ruining the weapons fantasy by providing different passives/effects.
