Fixed Heart of Ice not working. Couldn't figure out how to make the casting modifier to work so just made it a 2d4.
Overview
Changes around stats on the Mourning Frost, the staff gained through finding and combining three of its parts in the Underdark, in act 1.
Its effects by default were honestly somewhat pathetic, and the spell save DC of its only good perk, Insidious Cold, was only 12. What this mod does is it not only changes the staff itself into a Legendary +3 magic weapon, but modifies the DC of Insidious Cold to scale with your casting DC, changes the appalling 1 damage of Heart of Ice to 2d4, and replaces the spell granted, originally Ray of Frost, with a once a day Cone of Cold.
Personally I believe giving the player access to Cone of Cold this early is quite balanced, as it's only once per long rest and Blood of Lathander does the same with Sunbeam.
