Adds the the Harness Divine Power feature from Tasha's Cauldron of Everything optional rules:
Harness Divine Power: - Character Level 1: Can restore up to 1st level Spell Slot - Character Level 5: Can restore up to 2nd level Spell Slot - Character Level 13: Can restore up to 3rd level Spell Slot
Harness Divine Power (Cleric): Costs bonus action + Channel Divinity - Cleric Level 2: Can be used once per Long Rest - Cleric Level 6: Can be used twice per Long Rest - Cleric Level 18: Can be used thrice per Long Rest
Harness Divine Power (Paladin): Costs bonus action + Channel Oath - Paladin Level 3: Can be used once per Long Rest - Paladin Level 7: Can be used twice per Long Rest - Paladin Level 15: Can be used thrice per Long Rest
Notes: - If you're not a high enough level to use an upgraded variant of the ability, the tooltip will display 'target level too high' rather than 'character level too low', this is purely a visual bug
