Changes Rage charges to recover on short rest instead of long rest.

I always thought that Barbarians didn't have enough rages per day, especially considering how little they get when they're out of rage. This mod simply changes when Rage charges are recovered to be on short rests rather than on long rests.
Installation
Requires: Full Release Mod Fixer
Install:
1. Import the mod in your Baldur's Gate 3 Mod Manager
2. Activate the mod in the mod manager
3. Save and export to game the Load Order
Compatibility
This mod changes the ActionResourceDefinitions.lsx file to modify the entry for rage. So long as other mods don't also touch this entry, there should be no compatibility issues.
