Allows you to enter murder tribunal and bhaal temple without doing pre-requisite quests.

This mod unlocks the murder tribunal door in the tombstone shop without requiring you to do any of the investigate murder questline. (Door opens without "Sicarius")
It also unlocks the bhaal temple door by triggering quest flags that bhaal amulet was found and that the door was opened (This does give EXP).
Because it adds exp, I added a condition so this mod won't activate until you are in act 3 so it is safe to have this mod at any point in the game!
