Adds additional silent options for character voice selection.

It works how you'd expect. Still, expect wonkier cutscenes the more a character is meant to talk.
Here are additional answers to some possible questions:
- Does it replace or otherwise alter any of the existing voices? No.
- Will the narrator, or any of the NPCs or hirelings be silent as a result of this mod? No.
- Spell SFX and combat sounds? E.g. "ignis," "umbra." Voice components will be silent.
- Point & click or selection? E.g. "These boots have seen everything." " Have to keep going." Will be silent, even if you have voice frequency set to "always." But of course, everyone else will talk.
- Vocal reaction/grunts? E.g. upon being hit, upon crouching, upon entering fog/darkness. Will be silent.
- Story related cutscenes? E.g. gith choke point: "Taking on that lot will be suicide. At least, for now." Cutscenes will trigger, it'd just be without voice or lip sync.
- Overhead text and barks? E.g. "Ngh. My head..." "This ship will not survive another dragon attack..." Won't speak and won't have facial performance, but the overhead text stays the same.
- Gameplay effects? To remain versatile - none. You can cast spells as usual, ones with vocal components or without.
*Durge option is sandwiched between voice 4 an voice 5 instead of at the end. I don't know why.
*Silencing the guardian isn't recommended. May distrupt cutscenes.
