Install:
Drag and drop CookedPCConsole and Localization folder to BMGame to your Arkham City installation folder and merge when asked.
Add the code that is on Code.txt on PCGame.ini
Where Id=X, replace that with one number above the last entry for Batman's skins.
Uninstall:
Delete UPKs and remove the line from the PCGame.ini
