First, you'll need the RadioExt mod already installed. If you're unaware of where that goes, refer to the mod's instructions on how to install. Once that is installed, you can go ahead and start installing this one. Just download the files, and drop them in your Cyberpunk 2077 directory. This is non-REDmod, so all you need to do is just drag and drop.
