As far as I'm aware chess does still exist in the Cyberpunk universe. I don't know how many people still play the game itself but it does exist.
Plans... What was Eisenhower's quote? Something like: No plan ever survives the first hour of battle, but planning is essential.
The apartment was added as part of the new content included in the 1.5 patch as far as I'm aware, and can be bought in-game. It is bought as is, and cannot be altered or upgraded. The decor or theme of V's original apartment in the megabuilding can be changed via the computer in her apartment in-game. There is a mod that is far more sophisticated in that regard but it was released pre 1.5 and may no longer be compatible with the current version of the game.
V is primarily a stealth/netrunner build. I imagine it's similar to what it would feel like to play a telepath. She has a selection of programs - called 'quickhacks' - that she can execute using her implanted cyberdeck. A cyberdeck is essentially a combination of miniaturised computer and modem that enables a netrunner to hack machines and cybernetically enhanced people. As you progress, gain levels, and acquire more wealth (or 'eddies'/Eurodollars), you can purchase more powerful cyberdecks and quickhacks (or upgrade them to more powerful and effective versions) that enhance your netrunning abilities. Netrunners can take over and control cameras and turrets in the world and turn them against their owners, or use them to stealthily and remotely execute quickhacks or scout an area. 'System reset' is a powerful quickhack that can render an opponent unconscious without alerting nearby allies if powerful enough. 'Short circuit' is another non-lethal quickhack that is capable of overwhelming an enemy by literally short-circuiting them and also doing damage over time as well. Because many, if not all, enemies are 'cybered', they are naturally vulnerable to these sort of attacks.
The quote I used (according to The Free Dictionary https://idioms.thefreedictionary.com/no+plan+survives+contact+with+the+enemy ) is attributed to Helmuth von Moltke the Elder, a 19th-century Prussian field marshal.
