So I wanted to make skill choices a lot more relevant for every hero, by bringing a lot of skills closer in balance, and doing the same for paths as well, though those are more specialized.  This now covers most of the classes and changes I wanted to make, I'm still open to ideas, but just wanted to thank everyone who has give feedback and suggestions so far.

This mod has every change split off into its own file to make it future proof to updates, it also won't overwrite any of your files, and is easy to remove. There is now a separate zip for text/tooltip fixes since some are hardcoded into the game, so changes I make won't be reflected, and if I add new modifiers they sometimes won't display on the tooltip properly without the text file.  It's not required for functionality though, just readability.

Installation:

Open the Balance Overhaul zip file, and extract all the files into
...Steam\steamapps\common\Darkest Dungeon®  II\Darkest Dungeon II_Data\StreamingAssets\Excel
Open the Balance Overhaul text zip, extract the files into
...\Steam\steamapps\common\Darkest Dungeon® II\Darkest Dungeon II_Data\StreamingAssets\Localization\Sources
To uninstall, extract the files into the folder again, choose to replace, they should all be selected, hit delete.


All changes are in addition to the base abilities unless stated otherwise.

Highwayman
    Highway Robbery usable from rank 1
    Tracking Shot can now hit all ranks
    
Vestal
    Chaplain generates 1 Conviction at start of turn
    Consecration of Light Upgrade has 100% chance to add damage token, 25% chance for crit token
    Mace Bash can hit rank 3
    Consecrations last 4 rounds, or 7 rounds if Seraph
    Illumination is now usable from all ranks
    Upgraded Illumination now has a 50% chance to grant a Conviction token
    Removed cooldown on Confessor Illumination, since even though it's stronger, it's kinda the whole point of choosing that path
    
Plague Doctor
    Ounce of Prevention is permanent but two uses per combat, 2 turn cooldown
    Ounce of Prevention Disease Res buffed 5%
    Blinding Gas now hits ranks 2,3,4; only has 50% chance to daze when upgraded, but 50% chance to combo (reduce similarity to Disorienting Blast)
    Disorienting Blast now applies its effects to a random neighbor that is not a corpse, but has a 1 round cooldown
    Upgraded Disorienting Blast has 50% weak chance
    Magnesium Rain does +1 fire dot when upgraded
    Sanctuary heals 1 target stress at normal, adds 1 extra block upgraded
    Chaplain Sanctuary heals 1 target stress at normal, heals 1 self stress and 1 target stress upgraded
    
Occultist
    Spending Unchecked Power only removes 1 instead of 2, except for the more powerful Anamnesis and Burning Stars
    Sacrificial Stab Upgraded has a 50% chance to generate Unchecked Power when used
    Binding Shadows Upgraded has a 100% chance to generate Unchecked Power when used
    Anamensis applies 1(2 upgraded) extra bleed and does 1 (2 upgraded) extra base damage
    Malediction ignores 40 debuff resist with combo
    Wyrd Reconstruction now heals 5-33% at normal, 10-50% at upgraded
    Aspirant's Debuff resist debuff and Debuff Penetration debuff is only 5%
    Ritualist Token chance on curse are each 20% from 15%
    Warlock has a 45% chance to generate Unchecked Power on turn start from 33%
    
    
Leper
    Minimum damage of chop increased
    Withstand is usable from rank 4, live your backline Leper dream
    Withstand maximum uses removed
    Poet path now has a 75% chance to generate 1 taunt at start of each turn
    Now only has a 50% chance to be blind at combat start, instead of individual 50% and 25% chances that could stack
    Purge, Intimidate, and Bash now all ignore blind vs combo but do not remove combo
    Monarch path now lowers HP by only 10%
    Monarch path now grants 70% increased damage to Bash and Break and 40% damage to Hew vs Cosmic, no damage to Chop
    
Runaway
    Survivor path no longer has a burn penetration penalty
    Dragonfly has +1 base damage normal and upgraded, upgrade has +5% crit
    Ransack +1 base damage
    Hearthlight now has a 10% chance to blind enemies, 20% when upgraded
    Ransack and Firefly now apply a 5 damage burn to adjacent target on combo when upgraded
    Backdraft is usable from all ranks
    
Hellion
    Bleed Out usable from rank 2
    Toe to Toe usable from all ranks, now forward 2 instead of forward 1, +1 base damage and damage range at normal, additional +1 base at upgraded
    Yawp has a 33% chance to apply combo

Grave Robber
    Pick to the Face increased the minimum damage by 1 for normal and 2 for upgraded, increased crit chance by 5% upgraded
    Thrown Dagger now has 100% chance to crit vs combo, increased maximum damage of upgraded by 1, set Venomdrop path damage to default damage values
    Flashing Daggers now has a 25/33% chance to apply weak and a different combo interaction per path:
        Nightsworn and Wanderer has 50% crit vs combo and does not remove combo tokens
        Venomdrop neither benefits from nor removes combo
        Deadeye has 50% crit vs combo, but does remove combo tokens
    Lunge now gains 50% damage vs combo, removes combo, and upgraded adds Speed token if it removes combo as well
    Lunge can hit rank 4 but does 50% reduced damage vs rank 4
    Pirouette now adds 1 strength token when upgraded, but no longer upgrades to dodge +

Jester
    Harvest now targets ranks 3,4 instead of 2,3; upgraded has 10% crit instead of 5%
    Battle Ballad always removes combo, upgraded now applies 2 strength
    Play Out always removes combo, upgraded now applies 1 block in addition to its 1 block+
    Inspiring Tune removes 1 stress from the Jester when used if self stress is 3+
    Echoing March now has 25% chance to apply vulnerable on target turn start for 3 turns, 50% chance when upgraded
    Normal Finale has 3 higher minimum damage, upgraded Finale has 5% increased crit and ignores dodge
    
Man At Arms
    Command now removes 1 negative token instead of specifically blind, 2 negative tokens when upgraded
    
    
1.6 New Changes
Removed some of the changes I had made to Grave Robber:
    Flashing Daggers: consumes combo tokens with Deadeye, no combo related effects for Vendomdrop
    Lunge still has rank 4 as a target, but now has a 50% damage penalty vs rank 4
    Pirouette only applies Strength on upgraded, but no longer gives Dodge+ on upgrade
Anamnesis and Burning Stars consume 2 Unchecked Power like vanilla, other consumers still only consume 1
Backdraft is now usable from all ranks
