I have no idea. Until you mentioned I didn't know it exists. Since it's an armor mod it should be compatible. Judging from the way it looks there's going to be a fair bit of clipping though.
No, only a handful of weapons will go there and it's actually a special slot now. If you'll look closely you'll see M4 stock sticking out from behind. :) Most weapons occupy primary slot, which is a main focus of this mod. More details when it releases.
