I just set the requirement for the scoundrels skills to nothing, giving the ability to use them with a Bow or Crossbow and since the majority (all ?) of the Scoundrels skills are based on the weapon damage, it's not really a big deal to be able to cast them without any weapon equiped...
I did nothing more but edit the mod from lautasantenni https://www.nexusmods.com/divinityoriginalsin2definitiveedition/mods/82?tab=description since his last update was month ago i've decided to do it myself.
