Download Reloaded II from here, https://gamebanana.com/tools/6693
Install the "release_06623.zip" put it anywhere and extract its content.
Open the "Reloaded-II.exe" this opens the Reloaded Mod Manager.
Open it and add Sparking Zero by pressing the “Add an Application” button by navigating to
"DRAGON BALL Sparking! ZERO\SparkingZERO\Binaries\Win64 and selecting “SparkingZERO-Win64-Shipping.exe"

After this is done, download Ryo Framework

Add it to the Mods folder of your Reloaded II installation
Then press on the “Manage Mods” button in Reloaded II
Look for Ryo Framework and enable it for Sparking Zero
Lastly, go to the Sparking Zero tab and enable Ryo Framework.

Now, go to your newly created Mods folder at: ReloadedII\Mods\
Here you can drop the folder called DBZ Classic Playlist into here. 
Look for DBZ Classic Playlist and enable it for Sparking Zero
Lastly, go to the Sparking Zero tab and enable DBZ Classic Playlist.

If you’ve done everything correctly, you can now launch the game through Reloaded II "Launch Application"
If you don't want the console to open with the game, go to "Mod Loader Settings" and disable "Show Console"
The Game must be launched via "Reloaded II" every time for the Mod to work!!

The in-game sound volume can't be adjusted through Reloaded, so I've lowered the music volume to let you balance it better with SFX and voices.
