When you first approach this tower in BBI, there is one Harpie sitting at the very top, upper left. Kill all the other Harpies and then grab it and let it take you to the first level. Jump to that level and wait for it to fly at you, then grab it again and ride it up to the top. It takes some wrangling but I've done it several times now just for fun.
