Add frenzied flame style eyes for everyone in the land between.

Simpliy add frenzied flame style eyes to everyone (except for Melina and Ranni :)).
It contains only a regulation.bin file so you will need Mod Engine 2 to play this mod.
Install Instrctions
Implementation Details
Add SpEffect 14724 to all npcs in NpcParam.
This SpEffect will add frezied flame eyes VFX to target.
PS: FS designed only one eye for Rennala's students lol.

- Install Mod Engien 2, and drag the regulation.bin file from this Mod.
- Launch game through modengine2_launcher.exe or launch_eldenring.bat and enjoy!
