This mod simply increases the maximum range of most of the ranged spells, weapon skills, and throwing weapons in the game. This is accomplished by changing the duration/lifetime of their projectiles/bullets, besides for certain ones that project a field of damage that does continuous damage the longer it exists near an enemy, such as Swarm of Flies and Gravitational Missile, which have their velocity modified, in order to avoid affecting their total damage output.
I have not tested this mod on a game install without the DLC, so I have no idea if it'll work for those without Shadow of the Erdtree. If it doesn't, report it in the comments and I'll cook up a version without any of the DLC content in it.

INSTALLATION INSTRUCTIONS:
Download and install Mod Engine 2
Extract the Extra Range regulation.bin file into the ModEngine-2.1.0.0-win64/mod folder
Run the game through the launchmod_eldenring.bat file in the Mod Engine 2 folder
IF YOU ALREADY HAVE A REGULATION.BIN MOD:
Merge this together with your other mods using the excellent and fantastic Elden Ring Mods Manager - Merger by MadTek.

Adula's Moonblade 1.5x (Similar situation to Black Blade. 4 sets of 2 projectiles each, with each set being identical to the other 3. They appear to be tied to each stage of the chain cast, as you can cast this repeatedly with a slightly different animation/angle for the projectile.)

Glintstone Nail 1.5x (These ones are a bit weird. Glintstone Nail and Glintstone Nails have their velocity modified instead of bullet duration, as these spells are composed of a series of projectiles that accelerate rapidly over the course of 200ms, then stop in place for 200ms to correct their homing capabilities, then accelerate again to a slightly higher speed than the previous moving projectile, with a total of 6 moving projectiles and 5 still ones per cast. Changing the duration would've negatively impacted their homing capability. However, their effective range may be higher than 1.5x base, due to the complicated nature of projectile physics in-game.)

NOTE regarding the "fireball" type of spell (Flame Sling, Giantsflame Take Thee, Flame Fall Upon Them, Black Flame, Stone of Gurranq, Magma Shot, Roiling Magma, and also Bloodboon as it has a similar relation to gravity): Their effective max range when cast with lock-on enabled isn't actually increased due to the fact that they're thrown at an arc and fall due to gravity, rather than flying in a straight line like most spells. However, they now fly for longer without vanishing before hitting the ground, so if you free-aim them by looking up before throwing them, you can use them as magical artillery, like Cannon of Haima or Flame Spit from the One-Eyed Shield.
