I'm currently partially porting my Marijuana Plant mod from Fallout New Vegas to Fallout 3. It will lack some of the features the New Vegas version has, so it may be up to you creating plugins to extend it's functionality like using Bongs or rolling Joints or Blunts or simply sell stuff to npcs.
I might add more functionality depending on the time I can spend.
Working stuff until now:
- Growing plants with the planter or the pile of soil
- All consumables are working including their effects and the effect timers which remove the smokeables after a period of time
- All static objects like placeable decarative plants are included
