   It's been awhile since I've made a run through on this game, so I'm not getting it. Is it the street sign name? Hmm..
   
   ...Also, what weather mod do you use?

      I'm using Xepha's Dynamic Weather. It's my favorite weather mod, sticking close to the vanilla feel, but with more variations plus it often looks really cool.

      I was going to use that, but it's got way too many esp files. Do you do the quest for the weather controller?

      It comes with a merged with all DLC's esp, so it's only two esp's if you add the weather machine. No, I get the weather controller when starting the game - I also hide the weather notifications.
