Okay, screw it. You get the point. Shrugging off damage to arms and legs? Check. Torso shots basically ineffective? Check. Iron Skulls? Check.
That's a load of horse crap. When someone gets shot in the arm, they should reel back. A kneecap being blown out should send them to the ground. A torso should should make them go "SWEET JESUS I'VE BEEN SHOT". And a headshot? It should be a headshot. Instant death. No more of this "It's only a flesh wound!" crap.
Here's a table of the new damages for the player and NPCs.

Headshot: 100x damage (10x for player. Hey, sometimes you can live.)
Torso: 5x damage
Arm: .75x damage
Leg: 1.25x damage.

Also, I forgot to mention: This will also make the crippling of said limbs come VERY quickly. One to three shots with your generic pistol should cripple most anything. If you get into a fight, expect to barely make it out, if at all.

NEW Optional File: Realistic Animal Damage! It's like the normal one, BUT BETTER! Kinda.
As I have no idea about the physiology of many of the game's creatures, I guessed on most of the damage values. But here's the gist.
ANIMALS: Like humans, but tougher.
SUPER MUTANTS: Uhm... same deal as above.
ROBOTS: Super durable, except for a weakpoint.
Uhhhh... yeah.
ALSO: For anyone going "The crippling effects just AREN'T ENOUGH!" then I give you... A LINK!

...hey, I can't do everything. ACE is the best crippling effects mod out there, to my belief.
One last warning: This covers VANILLA Fallout 3 (and the DLC). Monsters added from MMM are not affected.
Yet.
ONE MORE warning. (No, last one, I swear.) Load the normal file that effects humans (RealisticBodypartDamage) LAST. The DLC patches will remove the effect if loaded afterward. However, loading the patches BEFORE will fix it.
