O.K., it's been some time, since the Rivet City guards had that "allergic reaction", about me taking stuff from garbage, so it's probably o.k., to take "another look". What ? Empty ? ?!
Requirements:
Point Lookout DLC
Usage: Copy the .esp to your data folder, and activate it.
Compatibility: Everything that doesn't change those containers.
Why ? Because it's strange that taking stuff from trash, is a crime. And I didn't like the idea, that those dumpsters are just laying there empty, after just one use.
Where ? Any Garbage Can, Trash Bin that game and Point Lookout DLC use.
How ? By changing item ownership in those containers to player, and marking them as respawnable.
