Added a new perk: Code Junky. A level 12 perk for high science characters that reduces the AP cost of BT and VATS by 15%.
Added extra settings for the Blur effect. Now you can disable/enable the motion blur and the radial blur individually.
Concentrated Fire has been changed. Starting to shoot a different enemy will reset the stacks of damage, missing shots still doesn't matter.
Fixed melee/unarmed double damage applying to sneak attacks too.
Further AI improvements to the Mysterious Stranger.
Mysterious Stranger now appear next to the enemy when the script is able to retrieve the targets reference. Otherwise he will still spawns next to the player.

Mod Release
Introduction: This mod adds a new game mechanic, Bullet Time. At the cost of your AP, time is slowed down giving you plenty time to aim your shots. It's intended to be an alternative to VATS, giving you a more engaging way to use that sweet resource that is your AP.
Mechanics: The AP consumption is based of the current weapon. During bullet time you get a few extra effects besides the global slowdown:
Increased Critical Hit Chance: +15% Just like VATS.
Melee and Unarmed: Double damage during bullet time, just like in VATS. Extra movements speed to compensate for the lack of warp.
Unarmed Damage is doubled against knocked down enemies: This emulates the situation of using Stomp attack during VATS.
VATS disabled for the duration: Prevents some serious exploits.
AP Regeneration is stunted.
Perks: All Vanilla perks are supported, their effects are listed below:
Action Boy/Girl: Unchanged.
Commando: 25% increase in accuracy during bullet time with rifle grip weapons.
Concentrated Fire: For the duration of Bullet Time, keep shooting non-stop to get a 5% bonus damage for each shot. Stacks up to 30% bonus.
Grim Reaper's Sprint: Your Action Points get completely replenished if you get a kill during bullet time.
Gunslinger:25% increase in accuracy during bullet time with pistol grip weapons.
Mysterious Stranger: This perks works a bit different than it does in VATS due to limitations with the tools I have at my disposal. When you enter Bullet Time he has a chance to appear and fight for you until Bullet Time ends. He will NOT one shot everything like he does in VATS.
Nerves Of Steel: Unchanged.
Paralysing Palm: Unarmed attacks have a 30% chance to knockout enemies during bullet time.
Sniper: Your aim becomes completely steady with scoped weapons during bullet time.
Wired Reflex:+10% accuracy during bullet time.
Unique Perk: This mod includes Perks unique to it:
Big Steps: This level 18 perks doubles the VATS warp range of melee/unarmed and doubles your movements speed with them during Bullet Time.
Code Junky: This level 12 perk for high science characters reduces the Action Point cost of Bullet Timer and V.A.T.S. by 15%.
Heavy Gunner: Level 10 perks that increases the accuracy of Big Guns in VATS or during Bullet Time by 25%.
Playing the mod: The default key is Q. If VATS is bound to the same key that Bullet Time, it will not work until you change either of the hotkeys. To change the hotkey just use the menu.
Mod Menu: This mod has it's own menu, to open it, use the [Wired Bullet Time Menu] item that it's added to your inventory upon installing the mod. Most features of the mod can be configured there.
Controller Support: The Controller Plugin included in the optional files adds full controller support for this mod. The default key is RB. It can be changed in the menu. The plugin requires Command Extenderto work.
Compatibility: This mod should be compatible with mostly everything. Keep in mind that if another mod uses this perks, it might be incompatible.
