6. A Senate Hearing Holotape Converted ESP

Description
Adds a 2min 30secs holotape recording regarding the U.S. Senate and the choice for America to exit the United Nations.
The holotape is in the National Archives in the same cell that Sydney is first found in. Look for a desk in the library that is behind the main rotunda.
The voices are done with ElevenLabs, so it sounds as if it's from the original game.

Description
Incredible mod that really deserves it's own page.
Overhauls the north part of the map down to Paradise Falls. Adds new hand placed trees, bushes, plants, grass, terrain textures to the area making the whole area seem new and distinct from the rest of the map. The idea is the effects of Oasis covers a greater area.

13. Nut Water Overhaul

Description
Nut Water Overhaul is a nice and beautiful touchup to the waters of the game, unfortunately with NVs water shader it is quite limited. This mod comes with a Plugin (which won't load any water based color, for ENB users in mind). There shouldn't be any performance hit, as the texture is the same size as vanilla, unless you use the INI settings below that affect performance negatively, as noted in that section.
The ESP is not necessary if you only want the new textures and don't care about the water record edits the original author made.

Somewhere out in the twisted remains of the Mojave Wasteland lies an old, decrepit radio signal, broadcasting a station known as "Grimcast Radio." Its origins are uncertain, and by no means concrete, but the commonly accepted story is that the radio host, known only as Mister Grim, is an old world ghoul who has been a radio host since before the war. Before the bombs fell, he ran a niche broadcast show narrating a variety of horror stories, from urban legends, to published works, to true crime stories, and later on even works submitted by fans of the show. Over the years, Mister Grim brought on an assortment of guest actors to add new voices to the stories told, all with the help of a famous pianist and musician to really bring the Grimcast Horror Show to life. The show ran for nearly thirteen years, ending only when the Great War brought about the thermonuclear close to the old world. For a long time after, the show went silent – with nothing but dead air occupying the frequency that the broadcast had called home for over a decade. But, as humanity began to pick up the pieces and rebuild, and new societies took shape, Grimcast Radio has returned to the world to bring entertainment through thrilling tales to all those in the Wasteland with a functioning radio. Utilizing a combination of old recordings from before the war that were fortunately preserved, and broadcasting new installments from memory—occasionally with the help of promising new talent from across the wastes—Mister Grim remains dedicated to delivering riveting tales drenched in fear and fright to the denizens of the wasteland.![]()
- A brand new radio station available to listen to from the Pip-Boy.
- Features an assortment of short and long narrations lifted off of MrCreepyPasta's channel, with intermittent breaks in the form of Myuu's music. All have been edited and played around with to almost perfectly emulate the filtered effect prominently seen in other voice recordings and Mr. New Vegas's speeches.
- Tracks are played randomly, hopefully to avoid repetition. In the future this issue may be further addressed by adding more tracks, potentially from other voices in the horror story community.

18. True Open World DC - Beta

Brief Overview
This mod will modify the main quest content so you no longer are a vault boy/girl looking for their dad and can access significant areas and events through alternate means. It makes Fallout 3 a slightly different, and imho, a better and more open game.
The GECK, FEV, Main Quest Locations, Broken Steel locations, and vanilla quests all still make a difference in some way.
Included in the download is a text file with information on how to access the modified main quest content. Some may prefer to just explore the game in it's new state and discover things as they go.
Conversion Info
This was a big one to convert. This conversion is the full version of the NV mod with all it's changes and extra content.
I tested most the main content and all seems well. I don't really have time for the rest atm and thought if there's issues, someone will be kind enough to let me know.
Testing:
- All scripts are without error.
- All embedded scripts are without error.
- All records in the esp are without error.
- Tested many of the alternative voice lines in-game.
- Tested much of the main quest content's alternative routes.
- Haven't tested all the Broken Steel content alternative routes.
- All possible UUF3 edits have been carried over. What was not carried over is intentional and may mess with the mod if someone makes a patch. No important UUF3 edits were left behind.
I don't see a reason why there would be a problem with this mod... but make sure to report if there are issues. If reporting, make sure you don't have mods that affect the vanilla quests or behave like alternative starts.
One small issue that is not a bug and is because of missing a NV Function
At the beginning of the game(and never again) there will be 4 or 5 quest added/completed messages as the mod runs through the quests setting objective stages and completing quests as needed. This is the way the mod has to function so it can make all these big changes without causing issues.
The missing NV function allowed the mod to hide these quest messages. No such function exists in FO3. Best I could do was delete the quest names and objective text. Again, it's only at the start and never again. If the function gets ported, I will update the mod.

OVERVIEW:
In my personal opinion, the main quest of Fallout 3 is poorly written, a chore to play through, and severely limits your ability to role play. Thankfully the structure of the game is fairly open and mostly allows you to play without engaging with the main quest. However many of the locations locked behind the quest progression are quite cool, and it's a shame that they're more or less inaccessible without slogging through it. That's where this mod comes in.
No More Main Quest
This mod disables the main quest entirely, which massively changes the flow of the game to be a more freeform experience. With that comes added benefits like the main quest NPC's such as Doctor Li or Elder Lyons being made unessential, and a much greater potential for role-playing as you're no longer shoehorned into being a young Vault dweller searching for your pre-defined father. To further facilitate this, a simple alternate start is provided which will allow you to build your character, select from a few starting locations, and give you some basic starting gear (Do note that this only applies if you choose to start in DC, if you decide to start in the Mojave then the NV intro will play as usual, but otherwise this mod will function the same).
Alternate Routes
So how are places like The Citadel or Adams AFB handled in a scenario where there's nothing to guide you to them? The answer is that every single locked location, even the minor ones like Taft Tunnels or Olney Powerworks, are now fully accessible with no progression required. I've also slightly modified the design of some places for the sake of consistency. The method of accessing them is varied, from simple lockpicking/hacking to collecting access codes. I prefer to leave things for you to discover by playing but if you want to know exactly what this mod changes, documentation is included in the folder explaining all of it.
COMPATIBILITY:
Anything which is intertwined with the normal main quest such as Rebuild the Capital or Quick Start Mods are incompatible with this mod. Generally however most things should work without issue.
19. Trophies for Megaton Player Home FO3

Brief Overview
As you explore and do things in the game, relevant items will appear and decorate the Megaton home. It gives players the incentive to visit a lot of areas they may not be bothered to usually.
You can buy this new theme from Maura and the mod will begin to do it's thing or you can use the config file to cheat and have it work without buying the theme.
The TTW train station item and the guitar were left out because they are not in FO3. Apart from that, this port has everything else.
Updated Unofficial Fallout 3 Patch changes have been carried over.

Description from the mod page
This mod adds dozens of various new decorations, trophies and clutter to the Megaton Player Home. As you progress in your playthrough, more of these decorations will start showing up for you. Most of them are unlocked either through completing quests, discovering locations or acquiring unique items. Most of the new decorations can also be unlocked retroactively, so you'll still get trophies for activities you've already done in case you install the mod mid-playthrough. The only exception are unique weapons and items, you still have to pick those up or have them in your inventory for the trophies to show up.

- 100 unique trophies to unlock (even more if we count all individual objects as separate trophies)
- A whole new theme for your player home - As of version 2.0, the new decorations and trophies will only start showing up after you purchase a theme from Moira. This feature can be turned off in the INI, but be sure you don't have any of the vanilla themes enabled, otherwise there will be conflicts and clipping objects.
- Compatible with all house upgrades (except for themes)
- Mostly just vanilla assets - Almost all trophies/decorations are linked to vanilla assets, which means they should use whatever replacers or retextures you have installed.
- Cheat option - The mod comes with a INI config file which has an option to enable ALL trophies immediately without the need of completing quests, discovering locations, etc.

This download has all SpringHeelJon's interior retextures reuploaded, combined into one file, and with all NV textures removed.

Brief Overview
Without changing the style of the original game textures, this mod upscales and improves the quality of most interior textures.
These textures come from recent mods and have the philosophy of maintaining the original game's artwork while increasing the resolution and quality to more modern standards. These retextures were released in 2023 and 2024.
Some of what's covered
- Base game interiors like shacks, offices, factories, etc.
- Raven Rock and any other bunker interiors.
- All vault textures including objects and items like chairs, lamps, surgical equipment, shelfs etc.
- The Pitt, Point Lookout, Anchorage.
The author recommends this be installed over other texture mods you have.

The philosophy when putting this together was if the vanilla textures were good enough and just needed a little help then they were upscaled and tweaked. If they were beyond saving or I just deemed them too ugly or inconsistent they were remade. I have also done the Normal maps to match where needed.
21. Unique Apparel and NPC Apparel

Brief Overview
This mod will give unique meshes/textures to the game's unique apparels. It will also give significant NPCs their own unique armours/clothing.
Some of the NPCs that get unique clothing are Desmond, Vance and his Family, Harkness, Zimmer and his escort, Riley's Rangers and many more.
No Weapons
I didn't port the original mod's unique weapons. There are many New Vegas script dependencies, incompatible animations, and by the looks of the GECK render window, textures too.
See Unique Weapon Redux - FO3 above for some options on getting new models/texture for the game's unique weapons.
Compatibilities
If you use FO3 Unique Apparel Redux and prefer it's apparel, you can let it overwrite this mod and the npcs apparel added by this will still work.

- The Shellshocked combat armor is a set of old school military fatigues with combat armor pieces worn over it.
- Lucky Shades are a unique pair of Aviator's Glasses.
- Point Lookout's "spy glasses" are now a round sunglasses model, with gold and red textures
Bonus :
- The entire Family have gothic / punk outfits. They are sold by Karl and found inside Vance's Sword Cabinet.
- The Priest in Rivet City and " The Preacher " in the DC Ruins have a Priest Outfit
- Reilly's Rangers have been given a unique customized combat armor each, all inspired by Aliens. Brick's eyepiece and bandana can be found in the Rangers' Compound.
- Sierra Petrovitta is wearing a Nuka Cola tank-top and a skirt. It can also be found inside the Nuka Cola Factory.
- The outfit of the a certain marvelous vigilante, as well as the outfit of both the movie and comics version of a certain mystical chain-smoker has been added to Hubris Comics HQ
- Zimmer and Armitage now wears Institute outfits, inspired by Fallout 4's designs. Harkness wears the coat from a certain android hunter from the future. Those outfits can also be found where Pinkerton is found.

24. Paradise Falls Burger Boy and Bunker

This does not remove the Ice-cream Boy statue. It's adds a new Burger Boy Statue with stairs leading up to a room within the burger. It also adds a new two story building outside of Paradise Fall's entrance that slavers patrol. Burger Boy was pre release concept art and was created by FO3's artist Adam Adamowicz. It was said to have been abandoned for copyright reasons.

This mod introduces two newbuildings outside Paradise Falls: The Burger Boy giant statue and Burger Bunker dinner, both based on Adam Adamowicz concept art. These buildings are meant to provide a littlestronghold for Paradise Falls slavers that guard the main gate, serving as sniper/lookout point and sort of barracks, as well as a another intimidating factor for the wastelanders that dare to approach the area.

Two new buildings fully navmeshed and cluttered, added to Paradise Falls exterior, located next to Grouse’s patrol point.
Context/Inspiration
Burger Bunker was one of thedesigns created by talented concept artist Adam Adamowicz during Fallout 3 game development. According to Wikia and Wikipedia, it was based on the Big Boy statue, the image of a real life restaurant chain named Big Boy Restaurants International LLC that was founded in 1936.
This is an excellent mod by prodlimen.
Fixes added to the FO3 Version:
- Lod mesh floating bug fixed
- Deleted navmeshes restored and reworked.
Thanks to Sky91 for the detailed advice on how to go about doing the navmesh and answering loads of questions. Fair play man.

Paradise Falls was seemingly intended to be open to the DC Wasteland originally, as the "ParadiseFalls" Worldspace fits perfectly inside of its area. There was also a (horrible) Navmesh and some clutter in that area already, so it seems to have been moved pretty early on.
There are some additional small changes compared to vanilla:
- If Paradise Falls becomes hostile before Sammy is put in his cage, he will now stay at the entrance.
- In vanilla Sammy will return to his cage in Paradise Falls, even if Forty is killed.
- He also returns if you choose any other option other than to help them escape; even though his dialog is "Well I'm gonna hang out here until you make up your stupid mind."
- Pretty sure this is a bug in Sammy's behavior, so it's been fixed.
- Forty escorts Sammy all the way to the cage now.
- Sammy will run back to the entrance if you kill Forty while they are traveling to the cage.
- The implication is that he uses that chance to get back to the front, since everyone is focused on you.
- Small dialog changes to Sammy's introduction when being escorted by Forty.
- No splicing or AI used, just re-arranged vanilla dialog.
- While being escorted by Forty, Sammy now asks for help via a full dialog prompt, and then switches to just saying a line. Instead of the other way around.
- Sammy now forces dialog after leaving Paradise Falls when you buy their freedom.
Compatibility:
- Not much alters Paradise Falls, so compatibility is relatively high.
- Should be compatible with anything that doesn't alter the "ParadiseFalls" Worldspace.
- Mods that edit/add to that Worldspace will need a patch to move their items.
- An xEdit script to create patches is provided in the Downloads.

Note on the conversion
There were some items not available in FO3. Letters were missing like where it says "ATOM" on the church of Atoms podium. A few other things like NV graffiti, target sign, and washing machines.
I'm willing to work more on this one but just want to get it out for feedback. I checked the rooms in the GECK and have seen many in game. I cant see issues, but because of the size of the mod, I might have missed something. The only possible issue could be a floating clutter object where a deleted washing machine could have been.
If you look at the images on the mods page, that's what you'll be getting minus the ATOM letters and the target sign in Brass Lantern. So I should say that this is not 100% the og mod authors vision.

Replace the esm with this one.

This is a comprehensive overhaul to many of the underappreciated spaces in the DC wasteland (TTW) and aims to add more character to many interiors. Removes a lot of lazy clutter, like the copious amounts of paper on the floor in inhabited areas and fills in blank or empty spaces with interesting and fitting additions.
Some spaces have minor edits, others are fairly extensive. Regardless, this is a performance friendly overhaul to many of DC's interiors.
RECOMMENDATIONS:
- I generally recommend installing this mod on a fresh playthrough.
- Remove any important gear from the vanilla cells before installation of this mod if you were using them as a player home/base. No unique items are affected by the installation of this mod but some containers present in the vanilla locations have been removed/replaced for aesthetic & spatial reasons. If your items were placed in said containers and then this mod is installed they will be lost. If you think you are missing items, uninstall using the next section, load a save before installation of this mod, remove required items and reinstall.
Do not uninstall this mod mid-playthrough!

- Movable tires (4 of them) are soft and deform on impacts.
- Brooms have skinned and movable cloth part.
- Flat mops are no longer skinned since it's not needed.
- Skulls (bloody and the regular ones) have hinged jaw.
- Waterpipes (an activators) have a valve that can be rotated.
- Certain stools that are not marked as a furniture can be moved.
- Workbenches have 2 of its handles movable.

Chain link fences are some of the more prolific meshes in FO3 and NV, so they can have a pretty big impact on how your game looks, so I recently wrapped up retexturing them. The textures are based on what a 70-ish year old fence in the SoCal desert looked like. The vanilla textures were made originally for the D.C. area, which is a far cry from the Mojave Desert, so the overly rusted and pinkish textures don't fit that well in NV anyway. I made hundreds of UV edits and the textures are 4096², so they look pretty good even up close, especially at higher resolutions. Refer to the screenshots to get an idea of what they will look like.
