The suit is laying on the floor just next to lamplites main door. The one where macreedy opens for you after you save his friends from paradise falls, use child at heart or type in tcl and walk through the door. It makes you completely immune to radiation but provides nearly no protection against attacks so its a strategical choice everytime you equip the item.
