Within the files section of the mod page it also lists "Nostalgia Billboards" which is the main lighting mod I use. However there are some others that make the experience all the better:

https://www.nexusmods.com/fallout4/mods/17205/? (Immersive Windows, specifically the "Brighter For Weather Mods" version)
https://www.nexusmods.com/fallout4/mods/5225?tab=description (The version you see in the screenshot is the "Milky Way" version, which is the second file)
These mods should encompass all of the lights I used, although to get the exact look in the screenshot I do two console commands, in this order:
set gamehour to 27
fw 001d670e
These two console commands set the time to night where the lighting truly takes effect, and it also changes the weather to a more clear, yet atmospheric view. I hope this list helps, and if you need any clarification just ask!
