This is the way I did it, hope you can go beyond what it can be achieved by modding skeleton only:
    TipToeWalk.7z

    It features:

Longer legs, longer ankles, feets in ballerina posture (tiptoe), smaller torso, shoulders slightly to the back, shorter legs, taller standing, slightly shorter neck, and vertical neck, knee compensation for CBBE.

is everything for the player and females (excluding childrens).

Pretty neat idea, will give it a try when I get a chance.

What I wanted to achieve with the custom skeleton files was to have separate files for different height shoes, such as heeled boots, platform boots and so on. Unfortunately, it doesn't seem like there is anyway to do this using just plugins, not without delving into custom races, or scripts.

I agree with you, there is no way to do it with the custom skeleton, however, the right way to do it is the only way to get all the custom heights you and I wanted to achieve without making new races for each one. The only problem is that you must make a lot of custom animation to finish the mod, because it should include all the interactions with activators from the wold, terminals, all kind of chairs, minigun inside the vertibird, and so on. Making a custom reload of a custom weapon is easier than this.
