The greyed-out files are esl plug-ins that came with the game. Esl are Elder Scrolls Light plug-ins that won't count towards total plug-in amount. This was done with the release of the Creation Club in mind to be able to bypass the 255 plug-in limit of the game.
The fact you can't move any of the plugs in NMM has to do with an error in NMM that freezes all plugs in place when an esl is loaded above an esm. This bug has been rectified in recent versions of NMM.
