I have been thinking about a mod like this for a long while. It would be cool to have to go through some level of training to use PA to it's fullest. Good luck with this!

Yes! I started tinkering with doing this myself but didn't have to motivation to keep working on it to work the way I wanted. VERY much looking forward to it!

Nice to see you didn't gave up. As I said other times, your mod is one I'm really looking forward, specially because of that sexy West Coast Brotherhood T-51 paintjob.

How this perk requirement is going to work for NPCs? We'll probably not see powered-armor raiders, but what about BoS personnel and Gunners? And companions, they'll be able to use power armor too?

  Power armor will on spawn on the BOS, Gunners, Atom Cats, and some unique NPC's. And yes, companions will be able to use PA just like the old games.
