    it's cuz you either don't have F4SE or have an out of date version of F4SE

      Wrong version of F4SE wouldn't start the game. You'd get an error at start-up and then the load screen would close again. Such has been my experience, anyway. So, it's more probable it's the right version of F4SE with the wrong version of Transfer Settlements.
