My mod list is also showing ReGrowth Overhaul (medium performance version), Commonwealth Conifers Redux, Vivid Fallout Landscapes, Vivid Fallout Roads and Bridges, Radiant Clouds and Fogs, Wetness Shader Fix...
... And the one that last I checked isn't on Nexus, and is the one that's creating so much additional foliage I think is Nuclear Reloaded.
I think Nuclear Reloaded was applied first, then had various models and textures over written by the aforementioned mods.
I also have dozens of texture and model mods, WAY too many to list here, but another useful thing I've done is create a BAT file to execute on launch that solves some ugly effects (like character lighting). The BAT file is as follows, without the quote marks:
"cl rim 0
cl off
fov 87"
It's been a few years since I did all the modding, so that's about all I can say regarding mod load orders and whatnot.
Heck, there's a freaking automotive plant. Then again, Diamond city does look like parts of Detroit, but in Detroit's defense, they don't have flying repair robots.
Amazingly, I'm averaging about 55 fps (about 65 fps in some of these pictures) on 1440p despite running the ENB, 4K and 8K textures, and close to 200 mods.
Sadly, the city streets still run like poop at about 35 fps. :(
