Nope, it's Diana, a Minutemen Lieutenant. She's got her name from my mod People have a name ( https://www.nexusmods.com/fallout4/mods/31487 ); she's one of the two Minutemen who appear in Diamond City after you finish the game with the Minutemen (I also renamed the Synths and the Brotherhood of steel's soldiers). As I equipped my Minutemen with new outfits and weapons, and because she is a unique NPC, I relooked her a while ago and I've kept her preset.
