    Because FO4's intire lighting system is broken. Also the shadows in FO4 have incredibly short draw distance (ever noticed how shadows pop up out of nowhere while you run through the location?). SSAO, which looks pretty, but is physically inaccurate, quite often makes it even worse, especially indoors.
