The platforms you see are for what I call a "Mandrop platform". So if you are up in your cozy appartment and you have enemies attacking your settlement, you can suit up in your power armor open the hatch and just drop onto the platform below and assist your settlers in dealing with any threat.
Plus you look like a badass! :D

But yes, Railroad and Brotherhood are gone. But minutement remain and since I lead them and the Institute, this reclaimation project is supposetely done by both of them.
The institute providing the technology, infrastructure and beaurocratic stuff, while the minutemen(along with some synths and coursers) provide the security, defence scavenging and people managing.
